/observability is the unified operations console: platform health, service
status, topology, integration probes, diagnostics, structured event logs, error
tracking, and the audit log — one dashboard (ObservabilityDashboard.tsx) with
per-tab panels under components/panels/. It absorbed the former standalone
/analytics diagnostics and the old mocked System Status page (the /system
route now redirects to user management).
Access is defense in depth: the route gate admits anyone with the module
permission, each tab's content is wrapped in <ClearanceGate> so users see
only panels they hold clearance for, and every data API re-checks server-side.
